![]() You take 9 pieces of paper and draw an EVIL PENTAGRAM on 3 of them. Let's say you have your full group of 9 players, but the majority of them want to be old. To limit the number of older, more powerful vampires, you could have a limited "lucky draw" system. If it were me, I'd be a neonate just for the added challenge/handicap of playing with 100-year-old masters of badassery. It's a semi-firm starting point, as opposed to the tumultuous "WTF IS GOING ON" mindset of a brand-new fledgling. They know what it means to be a vampire, to have to feed, and they probably have at least an apartment or some other place to live. A neonate vampire is still new and relatively fresh, but they at least have their shit somewhat together. To further help out your new players, you might want to start them at the neonate level.
